I don't think it's going to happen. I've seen government offering incentives to game studios before, most of the time it doesn't end super well because the incentives are misaligned. Beyond this, Bioware is already closed and the employees have been let go. Governments are well known to move at a pace somewhere between snail and glacial at best. If anything was actually going to happen, it would take months or even years to get the funding allocation and payouts. People have a need to eat, which means that few to none of the former Bioware devs really have the option to sit and wait for a government bailout. Even more, none of the former devs own or have rights to any of the Bioware IP - Mass Effect, Jade Empire, Dragon Age, and so on are all still owned by EA. Even if the government somehow injected a bunch of money into the studio to keep it alive temporarily, they would still [need an entirely new project to work on] to earn their keep.
